Can I change my spoilt touch ic of my iPhone 6 with another touch ic of an iCloud locked phone
and also can I swap an iCloud phone logic board with my touch ic board spoilt board

When you remove a touch IC from one phone you will need to reball it as well so you will also need a reball stencil for the touch IC chip and also the other micro soldering equipment such as a hot air rework station, soldering iron and experience on doing board repairs.
iCloud locked boards are pretty much useless they are only good for salvaging components on the logic board to fix another board.
