The model is the SM-T310
It just wouldn't turn on one day.. I have tried fitting a new battery but it's still completely dead.
I have followed all the various combinations or slow charge, checking internal connections, multiple key press starts etc..
The tough part is all the photos on the device that we don't have copies of..
Is there any way to access the storage (internal as we didn't use an SD card) ?

Not without micro-soldering and removing chips.
It's actually a common issue on this model where the tablet dies completely.
Your best bet is to take it to a reputable repair shop that does data recovery / board-level repairs for samsung phones.
