I am having problems with Apps running and also Camera error

I have started having problems with my phone in the last several days. Apps are not working (Failed to Extract Resources needed by ll2CPP). I uninstall them, and then when I try to reinstall them, I get the message that they won't install (Facebook will not download. Kroger app returns the message Error Code 963). I have tried to uninstall and reinstall Play Store. Safe Mode, and Powered down multiple times). Today I tried to take a picture with the Camera and received the message Camera Error restart camera. Gmail and Google search still work. Texting works too.
