How to Restore data from damaged Surface Pro 3 to new Surface Pro 3

I have a damaged surface pro 3 with a destroyed touch screen. Totally shattered giving access to all internals. I also have another surface pro 3 that is fully operational. I am trying to move all the information from the broken machine to the working machine making it essentially the old one. I have gained access to the drive from the broken machine using a USB adapter. But I have not been able to get the machine to boot from the USB because of the bit-locker turned on for the old drive. Unfortunately, the latest backup from the damaged machine does not include some programs installed after the backup.

What is the best way to make the new machine a clone of the old machine? I am hoping I can some how clone the USB drive to the internal drive but have no idea how to proceed at this point.

Thanks.

Thanks. I have the recovery key and used it to enable Windows explorer to access the old SSD on my working SPro 3. The problem arises when I try to boot the working SPro 3 from the USB drive with the old SSD. There is no prompt to enter the key so the machine simply moves to the next device on the boot priority listing.

Can the bit locker be turned off using windows explorer? So far, all I have seen is the selection to turn off secure boot on the working SPro 3. I did that and it did not help.

Since BitLocker on a drive means the drive is encrypted, the only way to decrypt it is using a BitLocker recovery key which can be obtained via a Microsoft account that was signed into the same device that had bitlocker enabled.
