I actually have an HP Envy all in one 27 inch - p045 pc and it does not turn on.
Power cable works, and pc in back where it plugs in has a light. But nothing else.
I took the cover off, please notice the power switch and little board and cable that goes to PC/motherboard.
Is there a way to bypass or short switch to see if the pc will turn on, please take look. I want to make sure switch is working.

Same issue here. My PC froze and I pressed the power button for a few seconds to turn it off so that I can reboot it. But, it isn’t turning on now. The light next to the power cable is on in my case as well but it is white instead of green. When PC is running it would turn to orange. Couldn’t find a way to open the back cover so you did a really great job. I missed a critical project deadline because of this issue. My best bet is to take it to a repair shop.

pcgeek these are real finicky about the power supply. They do require an original HP power supply and will not start without one. Did it ever work for you? Have you checked the power supply?
