Unplug the machine, open it up, and remove the PRAM battery. Wait awhile (min 15 mins; I'd leave it that way for longer). Test the PRAM battery to make sure it's still good, or just replace it if you aren't sure since it's cheap enough.
While you're there, check the power supply for swelling caps and replace as necessary.
