How can I stop the restart loops?
My IPad air is at 100% then it restarts in a loop (alway restart every 3-5 minutes), after it restarts it goes to 1%

You could try restoring the iPad but it sounds like the battery connection is either loose or battery needs replacement.
Make sure to backup iPad via iTunes before restoring the iPad as it wipes all data on the iPad.

If you just replaced your battery like I did, make sure you put the screw back where the battery connector is. My iPad had the same symptoms and I confirmed this by making sudden motion and the iPad would power down.
