Hi @dirtysouth1978 ,
With the tablets that have the charging problem try leaving the charger connected for at least 3-4 hours to see if the tablet "kick starts" into charging the battery again. If it does start to charge let it fully charge before disconnecting the charger and attempting to turn it on. Apologies if you have already tried this.
With regards to the tablet with the faulty digitizer (touchscreen) here is a link to the ifixit RCA Voyager II RCT6773W22 Disassembly guide which shows how to remove the digitizer.
Here is a link to a video which shows how to remove/replace the digitizer which may also be of some help.
While the above two links are not for your particular model variant they should be close enough to be relevant.
Here is a link to just one supplier of the replacement part. It is not a recommendation to use them. It is shown to give an idea of the cost of the part. There are other suppliers online that may suit you better. Just search for RCT6773W22B digitizer replacement part
If you find the repair process too daunting contact a reputable, professional mobile phone repair service and ask for a quote to repair the tablet. At least you already know the retail cost of the part. ;-)
I would recommend taking it to your local tablet repair shop
