So after replacing my ipad 4 screen. i am unable to install apps, after hitting install it just stay stuck loading. also my lock/power button won't work to lock the screen. the weird thing is, it works to turn off my device.
anyone know any solution?

The power button issue is caused by aftermarket replacement digitizers missing the smart cover ic on the home button flex.
Using the original home button from the old screen should fix the problem.
I'm not sure what would be causing the stuck on loading thing, are you downloading via Wi-Fi or Cellular Data (3G / 4G)?
Is the signal high or low?

the thing is it was actually given to me so i dont know if the original was replaced on to new screen, and im on wifi and i did notice the signal was rather low since im really close to my router.
So it was not replaced yourself?
Anyway the issue is the home button cable and the Wi-Fi antenna being damaged.

I recommend taking it back to where you got it repaired from, the Wi-Fi antenna issue is something that should be fixed by the person that has repaired it, they have damaged or ripped the antenna cable.
For the lock button issue up to you if you want to get it fixed, you can disable smart cover lock in settings if you do not use a smart cover (operated by magnet) that auto locks your ipad when you close the cover on the screen.
