Sounds like a stuck heater relay. This model has a diagnostic mode, and will tell you where the problem lies inside the box. To access it, make sure the dryer is plugged in and standing by. This means powered off but plugged in. Simply press "more time","less time","more time","less time" buttons until the display lights up everything at once. Wait a few seconds and the display will change. If any error codes are present, they will display in the "time remaining" display.
Once in diagnostic test mode, the dryer will manually do what you tell it to. For further details, just search the web for "he3 diagnostic mode".

Thanks Jeff. Checked the heater relay with OHM meter. Contacts were closed. Soldered in a new relay from Digi-Key (p/n Z208-ND) for $4.13. Dryer works great.
