I am not able to connect with my o2 cellular provider network. I can't send messages or texts, but I can receive them. I have a Samsung galaxy note 3.

Your account maybe suspended. I would talk with your cellular provider (o2) to see if your account needs fixing you may need a new SIM card.

Sorry no, the SIM card is the key to the providers network if it is bad or not active there is nothing you can do to fix it. You may only need to visit one of their storefronts it shouldn't take more a few minutes to fix.
