i upgraded my phone to ios 11 and now it could not be activated because the activation server cannot...
what is the solution?

Depending on your carrier, upgrading to ios 11 may have interrupted the network locking system. If you are running simless then you will need to go to the Apple store to verify or just try calling them :D
