No power to distributor or fuel pump

1998 honda crv. Has no power to distributor or fuel pump. check engine light does not come on when first turned to start. Car has new distributor, new main relay. Fuses all check out, ignition switch checked out. Possible ecu?? I have come to a brick wall in testing. Do not know any thing about testing ecu, and haven't found much help. There is no power to second relay in main relay. First relay passes testing i believe power source for second relay is from ecu.
