Faulty screen, basically all are refurbished and some use thicker glass or OCA which is slightly resistant, so touch isn't as responsive.
Return it and order another somewhere else. Look for established companies who refurbish screens using original glass, bezel, good quality OCA and original backlight.

Sounds like they got an after market screen. Buy original or original refurbished as @reecee said and that should solve your problem.
I bought the screen here at iFixit, which I would have thought had high quality parts - what is everyone's experience with the iFixit-supplied screen?
