I have found that most Blu phones Ive dealt with have problems with there flashlight apps . The one I find that does work is a security and tool app called 360 security. Once installed you will find the flashlight on the notification page. there is only on and off so it doesn't strobe or dim.

You may also want to check that you have enough battery to operate the light . If your phone is below 50% battery the flashlight wont work

Are you talking about an actually flash light or a phone flash light?
