No charge when the iPhone is turned on. But when it turned off, it becoms charged. When I went to the Apple Service Center, they told me that I needed to exchange it for the main board. Should I change main board in Service Center? Or Can I repair myself?

If you have to ask the question, then no, you cannot repair the logic board yourself ;>).
You could either choose to have Apple replace your device or find a repair shop that does micro-soldering repairs. You have a problem with your charge circuit.
