Why can't I download apps to my SD card?

I have a 16GB micro SD card in my phone. The phone itself only has 8GB internal. I have moved everything possible to the SD card but the internal memory is still full. Anytime I try to download an app, I can't because the internal is full. I still have over 14GB on my SD card available. So frustrating! Help!
