How to fix an ipad mini?
it keep on not letting me click on app and going out and app back and fort when touching the screen.

With iPad Minis, this is almost always the IC on the digitizer flex cable. A new digitizer is the easiest way to fix this, since the IC is soldered onto the flex and you will have to pull the old screen to get at it. Its way easier to replace everything.
