no batteries available after trying multiple batteries

I replaced a dead battery on macbook air. Did (numerous) SMC reset and PRAM reset. Says no batteries available. Used a batter checker (multimeter) and the battery connectors show power. Yet macbook air does not recognize the battter. All other functions are normal, though. Also, replaced dc-in - made no difference.

What should I look for (other than accept this is now a mac mini with monitor).

I tried a brand new battery. It wont start. However, I put it to sleep and removed the power cord immediately. This stopped the laptop. When I reconnected the power source, the macbook air resumed exactly where it was at. Meaning it seems to have not entirely shutdown. The battery was still reported as not available. Does this point to motherboard?
