Why won't my mouse stay where it is pointed?

I have an Acer Aspire E 15 E5-573-39K5 (mfg date Aug 20150). When I point my mouse on the screen, it will not stay where I point it! I have to literally HOLD it there!

Also mouse touchpad is S L O W!
