Hello. I currently have an iPad mini(the first one), which will not be supported by iOS 10. I wanted to upgrade my iPad after iOS 10 comes out. Will the backup from my old iPad be useable on the new iPad? (i.e., will I be able to transfer an iCloud from unspotted IOS 9 to iOS 10)

Yes, a backup from an older version can be restored onto a newer version, but a backup from a higher version cannot be restored to an older. In summary, Yes, the ios9/8/7/6 whatever backup from your ipad mini can be restored to your new ipad running ios10. Keep in mind that if you make a new backup from the new ipad, you cannot restore the ipad mini with that.
