The phone was dropped in water. We did the rice bit. Didn't seem like it worked. Decided to try plugging it in to the charger. After some hours on the charger, it appears a VERY faint light on the screen...but we noticed that Siri works! Is there a repair possible? But more importantly, does it mean that we might be able to get the contacts and photos off the phone?

"Rice bit" is just an urban legend - helps nobody and doing nothing - it is the same as if you put your phone on sand.
If a phone was not properly dried, battery removed asap of course, and water damage treatment done (you can find here on iFixit pages proper procedure) than my friend you were successfully burned off backlight circuit. It is repairable for somebody with micro soldering skills and equipment.
Your data are retrievable using iTunes ( in case that your Motherboard is working). Check and thoroughly dry and clean docking/charging connector and backup your data with iTunes.
