Why can't I open my SM toolkit app?

I cannot get my SM toolkit application to open. The phone just keeps saying that this application is not installed on the phone. I have load on my international card but no load on my local card here in the Philippines. Does anyone know what I need to do to open this application so that I can send SMS messages and etc?
