touchscreen non responsive after replacing LCD board and motherboard

I replaced the LCD Board and Motherboard on one of our Nexus 7 (2013) models and after using the guides it started right up but the touchscreen would not respond. I figured that I had done something wrong in the installation, damaging the component so ordered a second one and took great care to insure I followed all of the removal/installation guides exactly and still the same result. The tablet starts but the screen does not respond to any touch. It almost seems to sense or act like it senses the touch by showing some movement on the screen but it won't advance from the start page.

Any help will certainly be appreciated. We really enjoy the tablets and miss not having both of them available.
