Hi,
Have you tried connecting it to a PC via a USB cable and see if it starts to charge?
If it does, allow your battery to fully charge before you turn on the phone. Also your charger is faulty and needs to be replaced.
If it does not start to charge you either have a faulty charge circuit in your phone or a faulty battery.
