Samsung have issues with there power buttons . you can occasionally correct this by continuously pressing the power button as fast as you can . sounds dumb but it has worked for me. You may find this helpful as well https://www.youtube.com/watch?v=G1LNalLY...

Thank you for the video and I think I just need to take it to get it repaired. Like I said it freezes on everything the Samsung Galaxy Note 2 logo and the battery logo when it looks like its about to charge but it just freezes.

Another solution 100% working
-> download dr. phone data recovery for android and install it.
https://wondershare-data-recovery-for-an...
-> put your phone in download mode by pressing power+home+vol_down
->pug the phone to you computer and dr. phone will say the phone is in download mode please exit
->click exit on the dr. phone app
-> the phone will exit from download mode and resolve all software problems

motherboard problem, memory failure component 100%
There is a solution, need to replace the memory component.
You will have a hard to find someone who can perform the repair, it is a soldering and then need to burn imei and Android files.
This is the same component as the Galaxy 3
