Why can't my iPod reach on home screen

when i connect my ipod touch, it starts and mark an apple logo in screen, it never get on home screen it comes down again since is getting on. and it cant even be recognized by itunes. Help me, what do i have to do?

Try leaving the iPod plugged into the wall for an extended period of time. (several hours minimum) While plugged into the wall, does it make it to the lock or home screen? When you unplug it, if it dies immediately you need a battery replacement. A bad battery can lead to several problems when trying to connect to a computer.
