Why's beater brush spinning when the vacuum is upright (it shouldn't)?

A great feature of the Dyson DC14 is that the beater bar is supposed to automatically not spin when the vacuum is completely upright, so that you can use the suction on the attachment without the brush spinning. Today, I am using the hose attachment with the vacuum completely upright and the beater brush is still running.
