Replaced screen now won't go on!

Hi, my iPad mini had a broken screen but it still worked, I replaced the screen and the iPad won't go on, I looked at the motherboard and there is 1 of the tiny fuses missing, can this be the cause and can I replace it, if so what with? TIA
