Not Registered On Network

when i put my siom card in ! i never get a signal and it always tells me "Not Registered On Network"

to be honest .. i tried all the solutions on internet and none of them worked !

also i took the phone to all the maintenance centres in my center and none of them could fix it !

please i need help
