Why won't my Acer Aspire V5-571G power on?

I tried the common ways to solve this problem like holding the power button then tried turning on but still won't turn on. So I went to the nearest repair shop and they said that motherboard must be replaced because the broke fan and heatsink is "built in" to the board (I don't know what it means but I ask if it really irreplaceable and they answered 'yes'.)

I'll try to have second opinion but I'm scared that they could have same answer. I've tried googling for fan parts and it's available.

Any advice or what remedy I could try?

Hello,

For answers sake, the heatsink and fan is not "built in" to the motherboard. The heat sink and fan can be replaced, as shown in this guide. This is assuming that the issue is with the cooling system, and not something with the motherboard.
