Preform a hard reset and it usually fixes this issue.
Hold Sleep/Wake button down and home, for 10 secs then release sleep/wake and continue to hold the down and home button.
To drain the battery simply keep hitting the sleep/wake button until it stops.....really do no think there is a faster safer way to do it.

What if your sleep/wake button doesn't work?
what if your power cable is ripped and your screen wont respond and the only way for it to work again it to be drained completely and re-charged
