Redmi Note 11 Pro+ Plus stuck in a boot loop help needed

My Redmi Note 11 Pro Plus 5g suddenly went into a boot loop and wont come out. I've changed power button cables and the battery but its the same and no matter what buttons you press it will either boot loop or go into Fastboot mode.

I dug deep today and apparently you cannot flash a Xaomi phone as the boot loader is locked by Xaomi. You have to apply online at Mi to get it unlocked using the Mi Unlock

but and a big but

Mi Unlock cannot unlock the bootloader unless you turn on the developers options which I didn't do before it went into a boot loop.

So basically you cant flash the phone unless the bootloaders unlocked and to unlock it you need developers options turned on which I didn't have.

If I lose all the data so be it but I prefer just to have the phone back working.

Surely there must be some way to flash the phone or factory reset or repair the bootloader if that's the problem.

Any help would be greatly a appreciated, how and I had it checked out to make sure its not hardware. I would pay for it to be fixed , anyone help please ? thanks
