Any way to reset the password w/out losing data?
I am willing to hack it and stuff and would really like to get the pictures on it back

If the data is critical (e.g., irreplaceable photos), search for "iPhone 4 passcode exploit data recovery" or consult a professional data recovery service specializing in old iOS devices. Otherwise, the standard path is to put the iPhone into recovery mode, restore via iTunes, and set it up as new (or from a prior backup if you have one). Sorry for the bad news—this is a deliberate security feature on iPhones.

It depends on you finding your way to an Apple Store to have them help you recover your phones account. That's assuming the phone is working.
If you have a dead phone then you need to find someone who can at least get it working long enough to get the stuff you want off. But, you need the hardware PIN, user ID and iCloud account info and lastly either a new phone or drive to hold your stuff.
You may already have most of your stuff sitting on your iCloud account on Apples Servers! Then you should be able to just log into iCloud to access them!
