Because the iOS is not completed booted, the device would not be able to be connected to either iTunes on a PC (Windows 10) or MAC. You could try the reset method that is used on the newer iPhones that do not have the Home button. Although it probably would not work on iPhones with the Home button based on what I know, it is your only option. The reset method on iPhones without a Home button is:

1. Quickly press and release the Volume Up button.
2. Quickly press and release the Volume Down button.
3. Press and hold the On/Off/Lock button until the Apple logo appears, then release this button.
