@beaver94281 seems to be a common issue with Volvo. Anyhow, check this page to follow with those things. Not easy nor straight forward, but it can be done.
Of course, you can also take a pair of Vise Grip pliers and pull on the cable (where it latches into your hood release lever) while someone else pushes a few times on the hood. The pliers may allow you to pull the release cable a bit more than the factory lever does. That may free the hood release.
