I found my Wii U after about 10 years and am trying to get it working again. But when I turn on my Wii U console and gamepad, the Wii U title displays on the TV, but nothing more happens when I try to sync my gamepad. The input for symbols show up on my gamepad but they don't show up on the TV. Any advice ?

So, it does sound like the Wii U gamepad is no longer synced. It does sound like software related instead hardware related.
When you press the "Sync" button on the Wii U it self, what does it say? Be aware that you need to press it once more again (on the Wii U it self) when syncing the Wii U gamepad.
One press on the "Sync" button: You can now register a Wii Remote.
Two presses on the "Sync" button: You can now register your Wii U gamepad.
Press the sync button on the Wii U gamepad, and then the gamepad should ask you for the symbols to input.
On the Screen it self, it should show you the symbols, not on the gamepad...
Another workaround is to sync a Wii Remote or Wii U pro controller. Then press in the right upper corner to switch the displays. This can help you to register the gamepad... Usually you can switch with the "X" button, but as you cannot use the Wii U gamepad, this will be impossible to do (except if you have the Wii U pro controller).

So I believe the Wii U can no longer sync up with the Wii remote or the gamepad as I tried to sync them with the ways you stated above, and I am still receiving the same image on the TV (just displays Wii U logo).
The Wii U gamepad is displaying "Tap the symbols in order they..." however my Wii U console itself is not displaying the symbols on the TV and it seems it is just "stuck" on the loading screen (the Wii U logo). The same goes for when I try to connect remote as well ( I do not have a Wii U pro controller).
I cant figure out how to attach a file or upload a picture to this comment... I will try again in the morning to see if I can– but if based off what you're saying and it is a hardware issue, I'm not sure how I could fix it!

Hi Sophia! Thanks for your response! Ahh! So the Wii U is stuck on the "Wii U logo"! Then it does sound like something died or is starting to die.
The best thing to do is to wait (for like a hour, let's wait and see what happens). It could be a lot of things at the moment. Could be the wifi or bluetooth card, could also be the NAND. If it is the NAND, it would be a difficult fix. It probably still is trying to boot and load the software, this explains why it won't sync any device, yet.
I have this same issue except it will stay on for a few minutes and then turn off entirely and the only way it turns back on is I have to take the yellow thing out of the port then put it back in and repeat the process. My game pad is showing the menu to input symbols when I press sync but my TV is only showing the Wii u logo before turning off

Is the Wii U modded? It does sound like it’s bricked or the NAND is corrupted. What do you mean with yellow thing? The power connector? Thanks in advance :)
Here the same problem with a BRAND NEW wiiU !
Replaced my old wiiU because of the famous 160-0103 failure.
Setting up the new console (old but never been out of the box) and have the same problem as koppie007: TV screen freezes at the logo (the first screen you see when starting up)
After 1 hour I tried to sync my gamepad, bud there's no reaction on the tv-screen, only the gamepad ask to put the symbols in the right order that supposed to be on the TV screen.
Tried a few times, no results. The new gamepad isn't the problem: it works great with the old wiiU with the 160-0103 problem.
