Hi
After a water damage, now i have my macbook pro A2338 with the backlight OFF (there is image on the screen, but no backlight), camera shows as not available, and the green LED of the display camera is always On.
How can i determine of this is a T-con damage or the motherboard backlight chip damaged? If i buy a new display, would it fix the issue with a new t-con?

Where did the water hit? That might offer a clue where you need to inspect the space for damage. You likely have a burnt component or corrosion damage. You'll likely need to take the logic board fully out as the other side has a lot of components on it as well. MacBook water damage - The definitive guide
You'll need to measure the power rails of the logic board with the display cable disconnected (the short cable between the logic board and T-CON boards) focus on the backlight lines. Are they at the correct voltage?
