A friend has an A2338 whose touch bar works but doesn't light up. I've tried to troubleshoot software issues but the problem persists.
I would like to repair it, since repair shops are hard to come by around here. But I'm unsure were to start, I'm inexperienced all things apple. Can I replace just the touch bar? Or do I need to go with a whole upper case replacement?

I've already gone through several software troubleshooting steps, including updating to the latest version (or verifying that the latest version is installed) without success.
I'm confident it's a hardware issue

Sadly the panel its self has likely failed and will need to be replaced. Unlike a LCD panel which has a light source behind it OLED panels emit their own colored light per pixel. Here we have a matrix of lines that run across the panel to supply the signal and needed power for the panel to light up. A good bang or liquid spill can kill the panel.
