Why my PC is turned on and not displaying in monitor it just making
It just making a loud fan noise please help me

more symptoms are needed - like are your LEDs doing anything.
Based on just the fan noise - I would say it is running at full speed because the temp sensor is telling it it is hot. That might indicate the CPU is shorted out.
I had that problem on one of my laptops.

Possible corrupted BIOS setting(s) preventing normal operation and startup perhaps.
Try a power refresh and check if that resolves the problem:
- Turn off the PC if it is on and disconnect the power from the PSU.
- Open the PC and remove the coin cell RTC battery (aka cmos battery) from the motherboard and then press and hold the Power button operated for 15-20 seconds.
Here's the maintenance and service guide for the PC. Go to p.241 (253 of 345 pdf) to view the procedure to remove the battery from the board. If the battery is >4-5 years old, replace it. The battery model number can be found on the battery itself e.g. CR2032 etc
- Reinsert the coin cell battery into its holder on the board (usually +ve on top as marked on the battery), reassemble the computer, reconnect the power to the PSU and check if it turns on OK.
If the PC does start OK, then there may be a message stating that the dat and time are incorrect. This is normal as the BIOS has been rest back to its default factory settings. Once the data and time have been corrected, the message won't appear the next time the PC is started. Also any user definable settings in BIOS that were changed by you to suit whatever system requirements you needed, will have to be changed back again as well.
