Why are the blocked callers still able to call my phone
Yes I've been blocking the calls but they are still able to call my phone with the number I blocked

iFixit is primarily a hardware focused group and the issue you're seeing is definitely more of a software problem. Although it's possible someone on this site may know the answer to your question, I'd suggest you would have better luck in a more specialized forum such as the one on Samsung's community site.

A lot of times features like silence unknown callers have an option enabled by default that lets you bypass it when you call a second time within X amount of minutes. On the iphones it's within 5 minutes with 2 calls (the first rejected) and I'd guess Samsung is similar. I'd look in your settings and disable that but keep in mind ANY CONTACT YOU NEED TO CALL will need to be a contact, as the bypass is disabled. That includes emergency contacts.
I'm not super familiar with Samsung and how to do that so refer to what @dadibrokeit linked for a more focused response.

Hi @anthonymarcossr,
Try using the phone in safe mode and check if call blocking works OK.
If it does then a 3rd party app may be interfering with call blocking when the phone is used in normal mode.
