How to Fix a Malfunctioning Car Mirror Adjustment Button and Determine

When I press the button used to adjust the mirror, the mirror only moves slightly and then returns to its original position. And it's also making a noise when I try to move it. How can I fix this issue, and do I need to replace the adjustment mechanism for both side mirrors (the ones on the outside used to check blind spots)?
