From the product ID number you posted, I think that it's an HP All-in-One 19-3013w E1, Daisy Kabini Aio AMPKB-PT Rev1.02 motherboard
Assuming that you've proved that there's 19.5V DC on the output plug of the adapter, you may have to open it up and check for power from the DC-In jack (example only) onto the board and then further into the motherboard. Not easy without the schematics. I can't find any motherboard schematics for it. You may have better luck.
It may be that the jack is faulty.

1.CHECK if power light/fan turns on. If yes then power is reaching the system.
- DO A FULL POWER DRAIN, unplug the power adapter, Hold the power button for 30 seconds, Plug the power back in and try to boot.

Ok that is the only way I. An get my computer to turn on .. so what is causing it and it may take several time to get it to turn on .
How do I fix it to turn on every time ?
