If you're on Windows 10, this is easy. When you get to the "connect to the internet" screen during your initial startup, simply choose "I don't have Internet", then "continue with limited setup". This will be all you need to do to bypass the Microsoft account. You can then set your (local account) username, password (or leave it blank if you do not want one), then say "no" to every bit of "can we monitor and sell your data" prompts and you're good to go.
If you're on Windows 11, know HP has a deal with Microsoft to require a Microsoft account on startup. This allows both HP and Microsoft to collect and sell all of your data. I've seen some similar issues with a couple Dell computers, but in the hundreds of computers in my shop that I've helped people setup without a Microsoft account, none of them are nearly as bad as new HP systems.
On all OEM installs of Windows 11, you need to create a microsoft account and there is no "I don't have internet" option. On most computers, during the boot process, you can press "Shift+F10" to open a command window, and type "OOBE\BypassNRO" to change the Out of Box Experience (OOBE) to Bypass the Network Requirement: Online (NRO). This will let you choose "I do not have internet" at the connect to the internet screen, and follow almost the exact same steps on Windows 10. However, on HP machines with Windows 11 this is impossible, as they have simply disabled the Shift+F10 during the OOBE and a few other workarounds.
In order to get around this, you must disassemble the device, move the drive to another machine, wipe and reinstall a clean Windows 11 installation (preferably on a USB formatted with rufus, learn more about that here). Then you can move the drive back to the HP computer, and go through your setup process, and use the "I don't have internet" option to avoid putting a Microsoft account on your Windows 11 HP computer.
Please note that you CANNOT wipe and reinstall directly on the HP machine itself. I do not know quite how, but I have verified this over more than 10 instances in my shop; somehow the HP firmware detects the "I don't have internet" option during the media creation process and disables it if a W11 is installed while the drive is physically present in the motherboard.
