new hdd white screen folder?
After the new hdd was installed my imac won't boot up just a white screen with a flashing folder and a ? inside tried mutliple keys to get to a network recovery and usb can't get it fixed

The flashing file folder with a question mark means the system isn't able to locate a bootable drive. Have you tried booting into Recovery Mode by holding Command + R on startup? If you haven't already formatted the new HDD and installed an OS on it, you will need to do so from Recovery Mode or from an external installer volume.

What is your exact model? If you don’t know locate the S/N on the bottom of the foot, plugging it in here EveryMac - Lookup then tell us what it reported back.
