1999 ford expedition theft light blinking error 23 won't start. New keys made and programmed still not working. I tried every short cut listed on the web. Still no start. I replaced the ECM board, reset all the boards with unconnected ground to positive on battery. Still no start. I have an aftermarket fab been working no problems. It locks and unlocks the doors. Please, I need my suv running.

Has it been connected to a reader and shown any error codes? Guy on YouTube had the same issue and after clearing all the error codes the truck started.

No i have an error code of catalytic converter sensors. Would that make it not start?
I have reset all boards in suv with connecting removed ground to red on battery
Still no start
I've replaced everything but the starter
Programming of key and new fab went OK, still no start.
