Xbox games needs to be redownloaded every time I turn it on

My xbox had an update last year and it got an error E102 and all the other Es and I've already tried what I found on google. I tried resetting the console and reformat the HDD too. After that, it's still not working so I tried to change the HDD. It was successful at first but then, every time I shutdown the xbox, all the games are gone and I have to open MS store and this app will update first and the console needs to be restarted again to push the update. Then I can redownload games again. Is there any fix for this? Any reason behind this issue?
