OS keeps restarting. Plus if I unplug the Mac the Mac will not turn

While the Mac is plugged in, the Mac will restart over and over. But if I unplug the Mac it will not turn on.

You'll need to give us a bit more info here! What is your exact model Unibody or Retina? And what year?

Also didn't you have a system wet at some point? Or have a liquid spill or bang or drop?
