iPhone's charging port dead - but reacts to a charger when turned off

Hello. I have an iPhone 11 pro with a charging port problem. Phone does not react to a charger at all when turned on. When plugging in to a PC, there is no reaction from the phone nor PC.

It seems like a completely broken charging port - but when the phone is off and I plug it in, it turns on by itself, so it seems like it detects the charger?

Is it an issue with the charging port, or maybe the charging IC?
