Freezer cooling, fridge side not

Bought a used Samsung side by side fridge, model number (Samsung RS25H5111) and am having the issue of it not cooling the fridge side but freezer side is fine.

Removed the fridge evap cover and found ice build up on the coils and fan. Drain was clogged. Allowed the fridge to sit turned off overnight and then using CO2, blew out the drain. When taking off the back cover where the evap pan is, I found that it was bone dry, leading me to believe it was never draining properly.

Is this a sign of a bad heater for the coils? After cleaning everything, I turned the fridge back on and it is cooling properly. Only time will tell when it fails again. I believe I was sold this fridge with the seller knowing this has been an issue.
